On January 27, President of the Republic of Uzbekistan Shavkat Mirziyoyev held a meeting to discuss current issues in the development of healthcare and science in the country.
In recent years, important reforms have been carried out in primary, emergency and specialized medical care. Concept for the Development of the Healthсare System of the Republic of Uzbekistan in 2019-2025 was approved with a presidential decree on 7 December 2018.
The head of our state noted at the meeting that for the prevention of diseases, staff of medical centers and family clinics should visit homes, cover the population with patronage, establish data exchange with regional hospitals. Particular attention should be paid to improving medical culture, promoting physical education and sports.
Measures discussed included creation of a medical care system based on advanced foreign standards and enhancement of public access to health services.
The meeting participants deliberated on the activities of 16 specialized national medical research centers. It was noted that they need to work towards preventing diseases on the basis of analysis of morbidity indicators, to organize activities in the regions and work closely with primary care institutions. The importance of attracting private and foreign investment for the further development of these centers was emphasized.
The President urged officials to improve efforts directed at protecting motherhood and childhood, devise specific plans for medical examination and boost the health of women of childbearing age.
A system of automatic reception and response to calls has been introduced in the ambulance service of the city of Tashkent, and the service has been provided with 150 specialized Ford vehicles.
The head of state stressed that the system must be introduced in phases in all regions of the country during 2020-2021, to improve the provision of first aid and emergency medical care.
Special attention was paid to issues of repair of medical institutions, consolidation of their material and technical base. This year, it was noted, it is vital to attract funds from international financial institutions to equip healthcare institutions as part of the Investment Program.
Shavkat Mirziyoyev criticized the human resources policy in the sphere, pointing in particular to the shortage, low qualifications and potential of specialists. Currently, 75 thousand doctors work in the healthcare system. But the sphere lacks almost 3 thousand general practitioners, 10 thousand narrow specialist physicians. The indicator of scientific research results put into practice does not exceed 5 percent.
The President noted the need for target training of specialists on the basis of state order, the formation of quotas with an eye to the demands of a region, village and hospital.
The meeting participants defined objectives for the development of medical science, for the revision of research priorities.
The year 2020 has been declared in our country as the Year of Science, Enlightenment and Digital Economy. In his recent Address to the Oliy Majlis, President Shavkat Mirziyoyev noted the need to galvanize several important areas of science every year.
This year, for example, efforts will be directed at intensifying fundamental and applied research in such fields as mathematics, chemistry and biology, geology, with the creation of everything necessary for scientists. The mechanism for providing targeted fellowships for fundamental and innovative research will also be radically revised.
At the meeting, responsible executives were given relevant instructions to organize this work on the systemic basis and cover all stages with reforms – from school education to research institutions.
The head of state emphasized the need for both material and moral support for these branches of science.
