President Shavkat Mirziyoyev has noted the need to take measures to increase the effectiveness of the parliamentary and deputy request.
“Unfortunately, parliamentary requests are often answered not by the head [of a ministry or other government agency] himself, but by their deputies or even a chief of division. This makes one wonder about the authority of the people’s representative, respect for parliament. Such an attitude is absolutely unacceptable,” the head of our state insisted.
In this regard, the President proposed to legislate that the reply to parliamentary and deputy requests should be given personally by the heads of ministries and other government agencies.
Shavkat Mirziyoyev noted the necessity in the wider introduction of information technologies in the relations between the constituencies and the deputy, as well as in the improvement of the mechanism for the formation of parliamentary and deputy requests.
“It is essential to raise the system of dialogue with the people to a new level by launching an online portal and mobile applications that allow deputies to maintain constant communication with their constituencies. The system should work so that the citizen could monitor the daily activities of the deputy, discuss draft laws and express their opinion on them. That is, the voters ought to assess the activities of the deputy they have elected. Only in this way will a real bridge be created between citizens and the legislature,” the head of our state suggested.
The President advised to improve the work of the Mening Fikrim (My Opinion) website, to organize debates on television and in other mass media, where appeals received on the portal could be discussed with the participation of deputies, citizens and specialists.
Lawmakers, Shavkat Mirziyoyev pointed out, should set an example for everyone with their behavior, communication culture and ethical standards.
Uzbekistan’s leader proposed to arrange, in cooperation with the Academy of Public Administration, a new system of continuing professional development of deputies – parliamentary training courses.
Towards the end of his speech, the head of state focused on the importance of meeting the confidence of the people.
“To be honored with such trust, respect and attention is a great happiness. Every one of us must justify the trust of our courageous, hardworking and noble people in our area of work, by practical deeds. This is not only our civic duty, but first and foremost our sacred obligation to the Motherland,” the President said.
The issues included in the agenda of the first session of the Legislative Chamber of the Oliy Majlis were considered, relevant decisions were approved.
