On January 10, the President of the Republic of Uzbekistan Shavkat Mirziyoyev visited the Department of Internal Affairs No.7 in Yunusabad district of Tashkent city.
As the Head of the state noted, the main thing is to ensure peace in society and health of people, all other problems are solvable. Therefore, systematic work is being carried out in the country on ensuring peace and tranquility, protecting public order. Over the past two years, more than 100 legislative acts have been adopted in the sphere.
In particular, the structure and powers of all units of the internal affairs bodies were revised, 65 percent of employees began working directly in makhallas. Main attention is paid to prevention of crime and delinquency. For this, the number of preventive inspectors has been increased by a thousand. Decent social conditions have been created for them to serve directly at places.
Introduction of “Safe City”, “Safe Tourism”, “Safe House” systems, establishment of round-the-clock patrols strengthened people’s belief in justice and the rule of law.
In accordance with the resolution of the President of Uzbekistan of February 14, 2018, a qualitatively new system for protection of public order, prevention of crime and the fight against crime was introduced in the city of Tashkent.
On this basis, the activity of the Department of Internal Affairs No.7 of Yunusabad district was organized. The operational duty unit, departments of prevention, investigation, criminal investigation, passport service, service of a psychologist, fire safety, first-aid service, emergency situations and others are operating here, in one place. Women inspectors are employed to work closely with women.
A 24-hour video surveillance system for the assigned territory has been introduced in the operational duty unit. The department serves residents of 7 district makhallas.
The President got acquainted with the project of optimizing the organizational and staff structure for further approximation of the internal affairs bodies to the population. Thus, it is planned to transfer 86 percent of internal affairs officers to the lower level, to expand their interaction with the khokimiyat, the prosecutor’s office, the tax inspectorate and other departments of the district.
The Head of the state approved this proposal and noted that effective and citizen-oriented work of lower levels of internal affairs is necessary for crime prevention.
– Preventive work should be based on analysis. Each law enforcement agency must have broad information about the criminal situation, for which all government departments and public organizations must interact on an ongoing basis. The Ministry of Internal Affairs, the Ministry of Defense, the State Security Service, the National Guard, the Prosecutor’s Office – all must serve people. At the same time, enlightenment activity should be strengthened in society. An atmosphere of general crime intolerance is needed, – said Shavkat Mirziyoyev.
The President raised issues of encouraging preventive inspectors on the basis of effectiveness of their activities and increasing their professional skills. He noted the need for organizing a special branch of Tashkent State University of Law on training and advanced training of preventive inspectors and their deputies.
Information on innovative technologies used in the operational duty unit, the “Minor” program, which provides for the exchange of information between internal affairs officers and the “UzGPS” system for determining dislocation of staff service and sending alarm messages was provided.
The Head of the state talked with specialists of the department of internal affairs – psychologists, preventive inspectors for working with minors and women.
– Employees working closely with the population should be deeply aware of psychology, help and care for people. It is necessary to study problems of youth, women who committed crime, provide them with assistance through responsible organizations, moral support. It is the only way to change their worldview, to achieve the result, – said the President.
Shavkat Mirziyoyev visited the Passport Office and got acquainted with the process of biometric passport processing. He examined the investigative room, equipped on international standards.
Activity of the unified system of operational emergency management, operating based on the internal affairs department, has been demonstrated in practice.
The crews, standard equipment and equipment of rescue services “1050”, fire safety “101”, emergency medical care “103”, security “102” were presented. The system contributes to prompt elimination of emergency situations.
The President gave instructions on further strengthening the material and technical base of ensuring public safety, in particular, providing Tashkent General Directorate of Internal Affairs with modern helicopters.
